The National institute for the Rehabilitation of the Brain Injured

Operations, Organization, Finances and Controls

The National Institute for the Rehabilitation of the Brain Injured is a public, non-profit organization, dedicated to the neuropsychological rehabilitation and psycho-social support of brain-injured patients and their families. The Institute is the only community-based center in Israel providing a full range of rehabilitation and therapeutic services for such patients, all under one roof.

 Established more than 35 years ago, as an initiative of the Ministry of Defense and the National Insurance Institute, the Institute acts in close cooperation with these agencies as well as with national and private health funds and insurers, to help fully reintegrate brain injured individuals into the work place, the society and their families.

 The Institute operates three branches nationwide:

The Recanati Center in Tel Aviv; The Spitzer Center in Haifa and the Galilee Branch in Kfar Vradim.

In all three branches we provide post-acute, community-based, neuropsychological rehabilitation services to more than 250 individuals a year, most of them are victims of traffic or work accidents, combat actions and terror attacks. Many of our patients, especially in the northern parts of the country, represent the cultural, ethnical and religious diversity of the Israeli society.

 The Institute's forty professional staff members are led by a team of the most highly qualified and experienced clinical supervisors and directors. Senior staff members are also active as faculty members at universities and other academic Institutions. The Institute is a recognized residency facility by the Ministry of Health.

 The annual budget of the Institute is collected per capita from the referring agencies and covers the Institute's current operating expenses, 85% of which are the salaries of its 50 dedicated professional and administrative employees.

IRS-approved annual balance reports will be presented upon request as well as any other certificate as needed.

 All the Institute's organizational, operational and financial activities are fully controlled and supervised by The Board of Directors, which includes senior officials and directors of the relevant ministerial departments (Ministry of Defense, Ministry of Health and the National Insurance Institute), as well as highly experienced, prominent representatives of the public, nominated by major administrative and financial organizations in the country. Additional supervision is provided by the internal auditor, the external auditor and the state's NGO registrar.

A list of the members of the Board and auditors is appended. The Instituteis fully licensed as an NGO in Israel and receives annual certification of proper management.

Contributions to the Institute are tax deducted in Israel and abroad.

Proposed options for contribution[i]

Patient Funds

* Community Fund
The Institute is dedicated to improving the patients' quality of life. The "Community Fund" enables us to enrich patients' lives through lectures, holiday gatherings, communal activities, and trips during their treatment period.
One Year funding                                                               $18,000

* Rehabilitation Services
Patients' treatments are subsidized for a limited period of time, but often need more. The"Rehabilitation Services Fund" would extend the critical rehabilitation services, which the brain injured need, until they are ready to regain maximum functionality.
One-Year Subsidy                                                            $12,000
One-Month Subsidy                                                          $1,000

* Retraining & Academic Scholarships
In some cases brain injured individuals are unable to return to their previous professions. The Institute helps them by providing a retraining program or, where warranted, recommends academic studies. The "Retraining Scholarship Fund" enables individuals to prepare themselves for re-entry into the workplace or studies.
One-Year Scholarship                                                        $3,500

* Special Support Fund
Families without private insurance rely on government assistance, which in many cases is objectively insufficient. A "Special Help Fund" would provide critical help for economically strapped families.
Monthly Family Subsidy                                                     $1,000

* Transportation Services Fund
Many of our patients encounter difficulties on the way to and from the Institute facilities. The "Transportation Services Fund" will help in such cases.
Cost of transportation for one year                                 $24,000

Research and Development Funds

*Quality Control Fund
The Institute clinical operations are based on sound evidence-based professionalism at the highest available quality. Thus, in order to constantly control and improve the quality of its services, an integral part of the Institute's operation is a systematic multiyear-long study of the treatment results.
Cost of one year of QC study                                          $20,000

* Development Fund
 Updating and developing innovative, scientifically based, treatment methods is an integral part of the Institute's mission. Sophisticated methods for the treatment of cognitive disabilities as well as application of highly modern technical means are part of this activity.
Cost of a yearly Development Fund                             $18,000

* Advanced Education Fund
An important mission of our National Institute is to provide training for professionals in rehabilitation and neuropsychology, and ensure wide distribution of research studies and know-how. Seed funding by the "Advanced Education Fund" would enable the establishment of an advanced education program in Rehabilitation Neuropsychology. Thereafter, the program would generate its own income via programs and seminars.
Initial "seed' Funding                                                         $30,000

* Resident's Scholarship Fund
The Institute is recognized by the Ministry of Health as a professional training center with generally five on-staff residents being trained in rehabilitation psychology and clinical neuropsychology. Scholarships are only partially funded by the government for the four year training program. Additional support will enhance this activity.
Annual scholarship per resident                                    $12,000

*Computers and peripherals
A substantial portion of patients' training is performed by utilizing computers and specially designed programs. The Institute is in a constant need of updating and modernizing these means in order to serve its patients with the best technology available.
Cost of a computer, programs and peripherals:         $2500

*A new unit for treatment of Post Traumatic Disorders (PTSD)
The Institute started operating a newly developed unit for highly specialized treatments of patients suffering of PTSD. The needs and the expected growth of this unit exceed the available space at the Recanati Center. Addition of a new wing to the existing building is being planned for this purpose. Further details will be specified if applicable.
The estimated investment:                                               $500,000
